The BSAVA welcomes modernisation of veterinary legislation and recognition of veterinary nurses

The UK Government has today (9th July 2026) published a White Paper outlining its proposals for a reformed Veterinary Surgeons Act.
The BSAVA welcome these proposed reforms and recognise that the current Veterinary Surgeons Act is no longer reflective of the modern veterinary profession or the expectations of those who rely on veterinary services.
Commenting on the White Paper, BSAVA President Susan Little said:
“We strongly support the legal protection of the veterinary nurse title, recognising the vital and highly skilled role veterinary nurses play in delivering outstanding patient care every day. Strengthening professional recognition, alongside continued investment in education, lifelong learning and professional development, will help veterinary professionals build and maintain the skills needed to meet the changing needs of animals, owners and the profession. As a provider of trusted continuing education, clinical resources and professional community, the BSAVA is committed to supporting veterinary teams to develop their knowledge and confidence throughout their careers.
“We also welcome the greater emphasis on practice responsibility and accountability through the regulation of veterinary businesses. Introducing licensing, clearer standards for veterinary practices and more effective routes for client concerns better reflects the collaborative nature of modern veterinary care, where quality outcomes depend on the whole practice team, not solely individual professionals.
“We also support proposals to modernise professional regulation, including reforms to registration and fitness to practise processes that focus on current competence while maintaining public confidence in the profession.
“We look forward to working closely with colleagues across the veterinary sector, government and the regulator to help shape legislation that is proportionate, future-focused and fit for a modern profession.”
